US Congress passes short-term spending bill to avoid government shutdown

The US Congress has blocked the government closure of “means that all government services funded by Congress" and passed a temporary spending bill that will go to US President Donald Trump for signature.

The spending bill unveiled by Republicans in the House of Representatives on Thursday includes a short-term reauthorization of the Children's Health Insurance Program, which provides free or low-cost health care to about 9 million children a year.

It also funds a program that enables veterans to access health care services from community service providers rather than within the boundaries of the Veterans Affairs system.

However, a group of senators hopes to pass a measure to stabilize the insurance markets created under the Affordable Care Act as part of the spending negotiations. But conservatives in the House of Representatives said any effort to stabilize the health care law was illegal, prompting Republicans in the Senate to raise the issue in January.
